Health is one of the two focal sectors of EU bilateral aid in Vietnam for the period 2007-2013. In its Annual Action Programme 2013, the EC has decided to support the development of Vietnamese public health system towards equity, improved quality and efficiency in order to meet the growing and diverse need for health care of Vietnamese citizens. A total amount of 114 million euros has been earmarked to finance a programme called " EU Health Sector Policy Support Programme phase 2: Towards Equity and Quality of Health Services in Vietnam (EU-HSPSP 2)". This programme will be implemented mainly through budget support and a contribution agreement with the World Bank.
In order to provide an ad-hoc support to the stakeholders involved in the health sector reform the budget support operation is supporting, a "Health Facility" will be set-up. This facility aims to respond to the needs of short & medium term expertise and training of main stakeholders (Ministry of Health and decentralised health services, Vietnamese Social Security,...) in the areas such as: 1) Health financing reforms, in particular health insurance capacity development; 2) Health management information systems and capacity related to statistics and data management for both institutions; 3) Health budgeting, planning and decentralization; 4) Health policy dialogue; 5) Health Services Quality; 6) Health Governance.
In addition this Facility will also be in charge of the communication and visibility of the whole programme. In this respect, a communication and visibly plan will have to be defined and implemented by the Facility.
The EU Health Facility is conceived as a flexible tool to support the EU assistance to the health sector especially through the EU-HSPSP2. The Facility will assist Vietnamese stakeholders and the EU Delegation in supporting systemic health sector reforms (to the benefit of the poor and near poor) and delivering results related to EU-HSPSP2 objectives. It will provide expertise on demand from the identified stakeholders, and within the areas defined in the objective and purpose of the Facility. In addition, within the specific areas of activity, it will also organise as required trainings, workshops, surveys, research and/or any other relevant modality, as defined in workplan(s) agreed upon by the EU Delegation.
The EU Health Facility is responsible for undertaking the following activities, under the guidance and supervision of the Delegation of the European Union to Vietnam, on the basis of the agreed work plans and ad-hoc requests approved by the EU Delegation. The format of the work plans and ad hoc requests will be defined together with the EU Delegation during the inception phase of the Facility.

Examples of activities:
• Drafting and publication of policy-oriented research and study;
• Fielding of international technical assistance;
• Exchange of best practices, expertise, know-how & lessons learned between Vietnam and the EU;
• Organisation of meetings, workshops, seminars and conferences;
• Organisation of training for officials and medical staff;
• Development and implementation of a communication and visibility plan for the EU support to the health sector in Vietnam.

The Contractor shall ensure the capitalisation and sharing of knowledge related to the implementation of the project. It concerns observations oftechnical and pedagogical value, which are interesting for other professionals, and which do not infringe with the obligations of article 14 of the General Conditions of the Contract. For sharing such information, the Contractor shall use the web platform.

The Consultant will provide technical assistance to assist the Government of Vietnam essentially through short-term expertise (which can be a succession of repeated short-term interventions of the same expert). However, in order to coordinate the inputs and ensure the overall coherence of the approach, a team of Key experts will be posted in Hanoi.

He/she will ensure contact with the target groups, making sure that the support provided

Compétences requises
Qualifications and skills
• University degree in public health, social science, or equivalent;
• Sound knowledge of the health sector policy agenda in Vietnam;
• Good knowledge of the health system in Vietnam;
• Fluent in English and Vietnamese.

General professional experience
• At least 10 years of experience in ODA project implementation.

Specific professional experience
• A minimum of 5 years of experience in the health sector at decentralized and central level in Vietnam;
• Proven knowledge and experience of EU project management procedures would be an asset.
Durée de la mission et date de démarrage
• Vietnam: Hanoi & Provinces.
• The Consultant will work under the supervision of the Delegation of the European Union to Vietnam.
• The intended start date is 1st December 2014 and the period of implementation of the contract will be 36 months from this date.
Subject to the availability of funds within the contract at the end of the 36-month period, the contract can be further extended in time if deem required.
The foreseen workload for key experts is of 660 working days over 3 years for each key expert.
