The Action to be evaluated is the "Health, HIV and TB project Swaziland"   co-funded by the World Bank-IBRD (14,800,000 EUR loan) and by the EU (16,500,000 EUR grant, of which 14,500,000 EUR to the Administrative Agreement with WB).

The Swaziland Health, HIV/AIDS and TB Project has two main sectorial foci: a primary focus on the health sector and the services it delivers to the Swazi population, and a secondary focus on social protection to mitigate the impact of HIV/AIDS on Orphaned or vulnerable children.
 

Expert 1 –category I: Team Leader, health systems expert, public health expert

Compétences requises
Education or equivalent experience:
• At least a Master’s Degree in Public Health, or Primary Health Care, Epidemiology, Health Statistics, Development in the Health Sector, or related subject (or equivalent experience of at least 13 years).

General Professional Experience
• A minimum of 12 years’ experience in the management of development programmes.

Specific Professional Experience
• At least 7 years’ experience in strengthening health systems with focus on primary health care, or public health or obstetric care;
• Proven professional expertise in obstetric and neonatal care will be considered an advantage.
• At least 3 years’ experience in managing a team of experts;
• At least 3 external evaluations of donor-funded programmes undertaken, at least one of which should have been as Team Leader;
• Understanding of the programming and management of ACP-EU Development Cooperation;
• Experience in Sub-Sahara Africa would be considered an asset.

Expert 2 –category I:  Expert in Health Information Systems, HMIS expert with focus on utilization rates and trends in the health pyramid

Description du poste
Expert 2 will assist Expert 1 in the collection , analysis and interpretation of utilization data of the selected health facilities, with focus on obstetrics, and attention to the use of blood products and referral system (formal referral letters and use of ambulances).
Expert 2 will assist Expert 3 in the collection , analysis and interpretation of data on social cash transfers for OVCs of the WB-EU "Health, HIV and TB project Swaziland" and the other social cash transfer schemes in DPMO.
Compétences requises
Education or equivalent experience:
• At least a Master’s Degree in health related subject with prominence on health statistics or epidemiology, or Public Administration, or Development or related subject (or equivalent experience of at least 13 years).

General Professional Experience
• A minimum of 12 years’ experience in the management of development programmes.

Specific Professional Experience
• At least 7 years’ experience in health statistics / epidemiology;
• At least 3 years’ experience of strengthening of Health Management Information Systems (HMIS), preferably in developing countries;
• Proven experience in the management of patient information in health facilities, and methodology of periodic generation of health statistic reports;
• Proven experience with social transfer schemes for vulnerable populations (targeting, enrolment, graduation, impact assessment, databases for social protection) would be considered an asset;
• At least 2 external evaluations of donor-funded programmes undertaken;
• Experience in Sub-Sahara Africa would be considered an asset.

Expert 3 –category II:   IT specialist, database expert, management and programming for national databases

Important note: the task of Expert 3 is to observe and assess the existing MIS database and readiness for merger with other databases from cash transfers. Expert 3 should not do any (re-)programming of existing databases or alter (improve) the software by any means.
Compétences requises
Education or equivalent experience:
• At least a Bachelor’s Degree in information technology, or computing, or software programming (or equivalent experience of at least 7 years).

General Professional Experience
• At least 6 years of professional experience in working in the field of development and/or project and programme management, with particular focus on IT projects.

Specific Professional Experience
• Extensive experience in a) IT-database systems assessment (measurement of results and identification of problem areas); b) identification of business processes; c) negotiating and managing stakeholders expectations;
• Familiar with and experience in Government Assistance and Development Cooperation Programmes is needed, experience in capacity building in development countries;
• Strong experience in  computer programming, the design and development of databases;
• Strong back-end database development skills with data modelling, table creation, stored procedures development, SQL database and SQL performance/analysis issues, experience with DTS packages;
• Experience with database management in the social sectors would be considered an asset;
• Experience in Southern Africa (SADC) would be considered an asset.
