The global objective of the assignment is to assess the efficiency, effectiveness, impact and sustainability of the WB-EU "Health, HIV and TB project Swaziland" in order to verify that the activities and results of the project are in line with those outlined in the Financing Agreement, Administrative Agreement and other project documents.

The specific objective is to assess the progress of the WB-EU "Health, HIV and TB project Swaziland" to make recommendations concerning any modifications or necessary focus in the last project year, which might be required to ensure that the project achieves its purpose which is "to improve the health and social welfare of the people of Swaziland by providing preventive, curative services that are of high quality, relevant, accessible, affordable, equitable and socially acceptable. "

Compétences requises
Expert 1 category I has at least 12 years' experience in the health sector.
Education required
Expert 1 category I has at least a basic degree in the health sector and a Master Degree in a relevant sector.
In absence of required diploma, equivalent professional experience with duration above 14 years must be demonstrated in the CV.
Experience
• Proven experience in monitoring and evaluation of health projects.
• Experience with capacity building of health systems in an African setting. Knowledgeable in human resources for health and the issues of training, supervising, retaining health staff. Knowledgeable in Primary Health Care strengthening in a development setting (the health pyramid, referral systems, basic health care packages, essential drugs management, hygiene and infection control in health facilities).
• Experience with Project Cycle Management: from identification to implementation to M&E; the use of Logical Frameworks, the interpretation of indicators to follow progress, the methodology of output/outcome/impact monitoring.
• Having experience with project management and human resource management within a large bilateral development programme would be an advantage.
• Experience with EU procedures in external actions (PRAG, finance and contracts issues, project cycle from formulation to contracting to monitoring EU projects, EU procurement rules).
• Experience with the work methodology and project cycle management of the World Bank (WB). Experience with models of human resource management of WB project staff and their supervision from regional HQ and WB-Washington. Knowledgeable in WB reporting procedures and reporting quality.

Experience required and/or preferred
• Proven experience with poverty reduction programmes, and/or social transfer programmes, social welfare problematics, and/or targeting mechanisms for vulnerable groups, and/or benefit delivery mechanisms, and/or monitoring and database maintenance for social programmes,…
• Knowledgeable about conditionalities in welfare programmes, co-responsibilities of beneficiaries, and how to monitor these.
• Proven experience with social cash transfer schemes in developing countries would be an advantage.
• Experience in monitoring and/or evaluation of development projects, preferable in a developing country setting, would be an advantage.
• Experience with data collection and database management for information related to social transfers (OVC grants, old age grants, disability grants), and how to improve these databases, would be an advantage.
