AEDES is looking for two experts for a mission opportunity to develop a sustainable financing mechanism for the Saint Lucia Health Sector (Framework Contract BENEF 2013 Lot 8 Health).

The specific objectives to be achieved is the development of a sustainable financing policy and its implementation plan for Saint Lucia's health sector resulting from a comprehensive and participatory analysis and decision making process.
More specifically, this consultancy is expected to provide recommendations for restructuring health care financing, based on the results of an actuarial modelling, providing a minimum of three (3) options with emphasis on improving the equity, effectiveness and efficiency in the allocation and use of funds.

Education
The minimum academic qualification required is a Master’s level degree from an accredited academic institution in actuarial science, or relevant fields in conformity with the scope of this aspect of the present ToRs.

General professional experience
• Proven track record of at least twelve (12) years hands-on professional experience working in the health sector.
• Working experience with donor-funded programmes in the Health sector within the scope of sustainable financing for the health sector.
• Proof of analytical capabilities and technical writing skills.
• Computer literate, specifically proficient in the use of standard project management software.

Specific professional experience
• Proven track record of at least six (6) years’ experience in conducting comprehensive actuarial studies at country level in conformity with the description of relevant activities described under 2.3 Requested Services.

The following are desirable:
• Previous experience in the policy and institutional context of the health sector in the Caribbean.

Period: Three missions for each expert between 19 January 2015 – end September 2015
The Actuarial Expert will be required for a total of 61 working days with 30 of these on location in Saint Lucia.
