The Technical Assistance will assist the Department of Health and the Local Government Units of the Philippines to accelerate and sustain the health reform processes and ensure achieving the Universal Health Care objectives for 2016. This TA will assist in achieving the following expected results:

• Strengthened health service delivery systems, notably with respect to functioning referral networks, quality of services and availability of essential medicines.
• Adequate supply and equitable distribution of human resources for health.
• Increased utilization of the National Health Insurance System and increased and more efficient public financing for the poor.
• Strengthened regulatory capacity of government to ensure quality of services, medicines and supplies.
• Strengthened capacity in implementation, monitoring and evaluation of policies and reforms, particularly with regard to improving equitable access, quality and efficient management of the sector.

AEDES/GFA is recruiting 6 long term experts, to be based in Manila, Philippines, for an initial period of 3 years, starting in August/ September 2014
 

Key expert 1: Team Leader /Health Systems Planning and Financing Specialist (full time, at least 660 working days of effective service over a period of 36 months)

The Health Systems Planning and Financing Specialist and Team Leader will be based in the Bureau for International Health Cooperation and will have the dual task of assisting the beneficiary in the implementation of the programme, and coordinating the technical assistance inputs. Both tasks will entail the development of extensive working relationships with all DoH offices and other parties relevant to the programme. She/he will in particular provide assistance in the strengthening of DoH sector governance/stewardship function and support to LGUs, in addition specifically providing assistance to structuring the health policy dialogue and strengthening the Sector Development Approach to Health, institutional strengthening of PhilHealth, , improving health systems and reform processes, ensuring proper coordination of capacity development activities, among others.
Compétences requises
Qualifications and skills

• A medical, economist or management degree with a Master's degree in public health or equivalent. Doctorate or PhD is an asset.
• An excellent verbal and written command of English is essential. Knowledge of a Filipino language would be an added advantage.
• Proven experience in the management of international teams of experts of different technical backgrounds.
• Ability to interact in different cultural and multi-professional academic and institutional environments and to create good working relationships with peers and with political and professional hierarchies.

General professional experience

- A minimum of 10 years relevant professional experience with 5 years relevant international experience in at least three developing countries and at least five years outside of the Philippines. Relevant experience in South East Asia is an asset.
- A minimum of 3 years' experience as team leader in international development programs/projects.
- Specific professional experience
- Strong experience in health systems development and health policies development, planning and implementation in the context of health sector reform.
- Strong experience in health financing, specifically social health insurance
- Proven experience in public private partnerships in the health sector
- Specific applied knowledge and practical experience of health management and system development techniques and strategic design.
- Experience with sector analysis and institutional capacity building
- Proven experience in sector budget support operations including compliance monitoring, preferably for the EU.
- Experience in sector-wide approaches involving donor coordination and incorporating aid effectiveness.
- Experience in M&E schemes in the area of health insurance schemes is an asset.
- Experience of health governance of the regulatory system in a decentralisation context is an asset.
- Experience in the preparation and negotiation of operational research proposals is an asset.
- Experience in other technical areas covered by the Programme (see below) is an asset.

Key expert 2: Senior TA - Essential Medicines, Pharmaceutical Policies & Drug Regulation Specialist (at least 660 working days of effective service over a period of 36 months)

This expert will be based at the Food and Drug Administration (FDA) and will provide technical support for strengthening the regulatory and technical capacity of the FDA as well as strengthening institutional capacity of the National Centre for Pharmaceutical Access and Management (NCPAM). He/she will also focus on governance in the health sector, translation of policy into action, specifically monitoring of implementation and law enforcement as well as the related human resources development. He/she will support the development of ToR for short term TA 0jointly identified. He/she will liaise with the Department of Health, in particular the relevant Technical Clusters as well as with the Professional Regulation Commission (PRC.

- Experience in other health-related regulatory areas (food & medical devices and other health technologies control) is an asset.
- Experience in accountability mechanisms at all levels is an asset
- Experience in the pharmaceutical industry sector is an asset.

Key expert 3: Senior Health Human Resources and Institutional Strengthening Specialist (at least 660 working days of effective service over a period of 36 months)

This key expert will be based in the Bureau for International Health Cooperation. She/he will work closely with the Health Human Resources Development Bureau (HHRDB) on HRH policy and management. She/he will also work closely with the Health Policy and Planning Development Bureau to strengthen monitoring and evaluation for decision-making and strengthening the health information system (HIS) to become a knowledge hub for health information, improving vital statistics and routine data collection and analysis as well as to generate analytical reports based on data mining (gender and poor sensitive) and business intelligence technologies.. In these areas the expert will liaise with the Bureau of Local Health Development (BLHD) on matters relating to the capacity strengthening of local government units as well as strengthening of hospital management and providing advice in the area of fiscal autonomy of hospitals in a decentralised context.

Specific professional experience

- Considerable experience in designing and implementing innovative schemes for health personnel recruitment, deployment and retention.
- Experience in planning and implementing capacity development staffing strategies and norms with particular reference to resource poor environments.
- Diversified experience in addressing issues related to team management and peer education.
- Experience in designing and implementing on the job education and formative and summative evaluation schemes
- Background in capacity development at human, institutional, and policy level, strategic planning and organizational processes
- Proven experience in HIS, M&E for decision-making in the health sector is an asset
- Experience in decentralisation to local governments is an asset.
