The global objective of the assignment is to report on progress and results in the implementation of Universal Health Care (UHC) policy and continued credibility and relevance thereof to inform the third disbursement request of the Philippine Health Sector Reform Contract
Description des services rendus
The specific objectives are:
1. To provide the relevant external co-operation services of the European Union, the partner government and, when appropriate, the wider public with an assessment and independent validation of the progress and results in the implementation of the Universal Health Care policy to date and continued credibility and relevance of the Philippine Health Agenda.
2. To provide an assessment and independent validation of results achieved by end of 2015 of the indicators in the Performance Assessment Framework (PAF) as well as of the achievements against the established targets set for the performance indicators used for disbursements of the PHSRC.
3. To assess the contribution of the PHSRC to the achievement of results; assess the policy dialogue in the health sector; highlight key lessons learnt and provide recommendations for the way forward.
4. To provide recommendation for an exit strategy for the Technical Assistance of the Philippine Health Sector Budget Support Program on what activities to focus on, aligned to the new implementation framework of the new Administration and towards achievement of the 5 result areas of the PHSRC.
5. To provide an assessment and independent validation of progress in the implementation of the "Philippine Public Financial Management Reform Roadmap: towards improved accountability and transparency" as well as progress with regard to the public availability of accessible, timely, comprehensive, and sound budgetary information
 

Team Leader and Public Health Expert

The team leader acts as the head of the experts' team and ensures the achievements of the objectives and requested outputs and deliverables for the team of experts as well as a smooth implementation of the requested services as specified in these TOR.
The team leader will focus on the following UHC thrusts (ii) improvement of access to quality health care facilities, and (iii) attainment of health-related Millennium Development Goals (MDGs); the following ACHIEVE strategies of the Philippine Health Agenda (i) A, advance primary care and quality, (iii) H, harness power of strategic health human resource,
(v) E, enforce standards, accountability and transparency, (vi) V, Value clients and patients and, (vii) E, elicit multi-sector, multi-stakeholder support for health.
While the team leader should ensure information and analysis for all result areas of the PHSRC, he will specifically focus on the following result areas of the PHSRC and study the activities foreseen of the technical assistance of the PHSRC and provide recommendations for the way forward.

• Strengthened health service delivery systems, notably with respect to functioning referral networks, quality of services and equitable access to essential medicines.
• Adequate supply and equitable distribution of human resources for health.
• Strengthened regulatory capacity of government to ensure quality of services, medicines and supplies.

Further s/he will analyse and validate the obtained information through triangulation of information obtained from different sources, desk reviews, based on the field visits. Furthermore s/he will assess compliance with set targets for the year 2015, provide a narrative analysis of factors influencing achievements, challenges as well as propose recommendations for the following performance indicators conditioning the variable tranche release:
Indicator 2. “Contraceptive Prevalence Rate (CPR)”
Indicator 3. “Percentage of rural health units manned with a government physician”
Indicator 5. “Number of facility-based deliveries among Sponsored Program members supported by PhilHealth.”
The Team Leader will assess the contribution of the PHSRC to the achievement of results; asses the policy dialogue in the health sector and highlight key lessons learnt as well as provide recommendations for the way forward.
In addition, the Team Leader will, based on the input from the other team members, propose an exit strategy and provide recommendations for the Technical Assistance of the Philippine Health Sector Budget Support Program on what areas and activities to focus on, aligned to the new implementation framework of the new Administration and towards achievement of the 5 result areas of the PHSRC.
Compétences requises
Qualifications and Skills:
• Possess at least a Master's degree in Public Health or Health Systems Management – or in its absence, equivalent professional experience of at least 12 years

General professional experience:
• At least 12 years' relevant professional international experience in fields related to this assignment
• Proven in depth knowledge and experience in at least four (4) different developing countries, for at least three (3) continuous months in each of the four (4) countries
• Relevant professional experience in South East Asia and the Philippines is an advantage
• At least 4 years' experience in team management

Specific professional experience
• Must have experience in evaluation of health sector budget support operations
• Proven experience in EU budget support programs and their evaluation will be considered a strong asset
• Must have a minimum of 5 years experience in managing/supervising health sector reform implementation
• Must have solid experience in health sector wide approaches and structuring of an effective policy dialogue
• Must have experience in strengthening primary health care, reproductive health care, human resources for health and drug supply chain management
• Proven knowledge of health service delivery financing is an asset
• Proven skills in drafting evaluation reports in English
• Good culturally sensitive communication, facilitation and presentation skills.

The HMIS expert ensures and contributes to the achievements of the objectives, requested outputs and deliverables of this assignment. He will focus on collection of information for all result areas, support analysis and interpretation of the collected information.
The HMIS expert will specifically contribute to the update of the Performance Assessment Framework (PAF). Further s/he will analyse and validate the obtained information through triangulation of information obtained from different sources, desk reviews, based on the field visits and assess compliance with set targets for the year 2015 for each of the seven performance indicators conditioning the variable tranche release.
In addition the HMIS expert will specifically focus on key result area 5 “Strengthened capacity in implementation, monitoring and evaluation of policies and reforms, particularly with regard to improving equitable access, quality and efficient management of the sector”. He will study the activities and technical assistance foreseen under the PHSRC and provide recommendations for the way forward and aligned to the new Philippine Health Agenda, specifically also regarding ACHIEVE strategy (iv) I, invest in digital health and data for decision-making.

• Possess at least a Master's degree in Public Health or equivalent relevant to the area of work– or in its absence, equivalent professional experience of at least 12 years
• A degree in Health Management Information Systems, Health Data Management or related field is an asset

General professional experience:

The health Financing expert will focus on the following UHC thrusts (i) “financial risk protection through expansion of the NHIP enrolment and benefits” and the following ACHIEVE strategy of the Philippine Health Agenda (ii) C, “cover all Filipinos against financial catastrophe”.
In addition the health financing expert will specifically focus on key result area 3. “Increased utilization of the National Health Insurance System and increased and more efficient public financing for the poor”; study the activities and technical assistance foreseen under the PHSRC and provide recommendations for the way forward. S/he will analyse the trends in allocation, disbursements and absorption capacity over the past years of public (DOH, PhilHealth and local governments) funding for health.
S/he will also specifically analyse the DOH and PhilHealth budget for 2017. Identify any salient issues and provide recommendations for PHSRC TA support for the remaining period of implementation.
Further s/he will analyse and validate the obtained information through triangulation of information obtained from different sources, desk reviews, based on the field visits. Furthermore s/he will assess compliance with set targets for the year 2015, provide a narrative analysis of factors influencing achievement, as well as propose recommendations for the following performance indicators conditioning the variable tranche release:

Indicator 4. “Percent of NHTS-PR families profiled by PCB providers”

Expert 6 will focus on Specific Objective 5) To provide an assessment and independent validation of progress in the implementation of the "Philippine Public Financial Management Reform Roadmap: towards improved accountability and transparency" as well as progress with regard to the public availability of accessible, timely, comprehensive, and sound budgetary information. S/he will assess the improvements in quality of Public Financial Management at local and central level and will review all qualitative and quantitative yearly progress.
S/he will keep DOH-BIHC and the EU Delegation informed of any meetings scheduled with representatives in DBM, DOF, DPs and other stakeholders. S/he will closely liaise with EUD regarding the specific information that is needed and the reporting format.
S/he will work in Manila and no field visits are scheduled for this expert.
