Identification of potential experts for the Implementation of the Global Fund’s Programmatic Quality Assurance and Improvement Approach

The Global Fund to Fight AIDS, Tuberculosis and Malaria (the “Global Fund”) invites proposals for the Implementation of the Global Fund’s Programmatic Quality Assurance and Improvement Approach.

At a first stage, the Global Fund will be forming a pool of pre-qualified suppliers (companies) for further country-specific bidding. At a second stage, pre-qualified suppliers (companies) will be solicited to reply to requests for proposals for specific countries as Offerors. AEDES is currently presenting its offer to be part of the pool of pre-qualified suppliers (companies).

Background
The Global Fund is working to strengthen its support to the measurement of programs to fight against HIV/AIDS, tuberculosis and malaria by improving data quality. Data quality is done through a systematic in-country process that continually monitors key quality indicators and processes, using data to inform corrective actions and improvement approaches back into planning and implementation. The Global Fund aims to utilize these systems for its own internal reporting and risk assurance needs and to ensure high quality programs for impact, rather than creating parallel processes.
Program and data quality are evaluated through various methods. Key elements of a sound monitoring and evaluation (M&E) strategy include: health facility assessment (HFA), routine data systems and other efforts in data collection.
The Global Fund supported a number of HFAs over the last five years at the request of the countries.
In terms of this assignment, companies will have overall responsibility for the HFA being completed in a timely manner with high quality data, while still upholding a country-led and country driven process.

Objectives of the assignment
1. To assist countries in which the Global Fund invests to implement a country-led health facility assessment, to include measurement of quality of care and data quality, with a minimum of a nationally representative sample.
2. To assist in building local (and regional) capacity to implement high quality health facility assessments, including the analysis and use of data; and
3. To support countries to use the data and findings from the HFA, other quality assurance methods and routine health information to develop a specific and costed action plan in cooperation with, and agreed to by, multiple stakeholders.

The Finance Manager will assist the project in managing the overall financial management of the grant between the Global Fund and the Offeror, as well as the subgrants between the Offeror and the local organization.
Compétences requises
• Internationally recognized professional finance or accounting qualification (e.g. Institute of Certified Management Accountants (ICMA), Certified Public Accountant (CPA), Chartered Management Accountant (CMA), Chartered Accountant Certification, Chartered Financial Analyst or Fédération des Experts-Comptables Européens)

The Quality Improvement (QI) Advisor will be knowledgeable in both methods to identify issues around quality of care and innovative and evidence-based approaches to address the identified issues. The QI Advisor may be asked to participate in all phases of the project – planning through dissemination and follow-up with an eye for how to actively improve quality of care within the countries where an HFA is completed. Specific activities may include: assist in questionnaire design, visiting the facilities as part of the team structure, interpretation of results from the facilities (e.g. translating data into improvement actions), providing leadership to the secondary analysis activity (Task 2) and designing costed and specific workplans using appropriate interventions to improve quality and efficiency. There may be a wide range of subjects covered within quality from organizational management to more clinical aspects of care, so it may be best to have access to a team of people who can provide support in several areas, to include, but not limited to: HIV/AIDS, Tuberculosis, Malaria, Reproductive Health, Maternal Child and Newborn Health, Pharmaceutical and Supply Chain Management, Health System Strengthening, Community-based programming.

Country Team Lead

The Country Team Lead (CTL) will provide oversight to an individual country implementation of an HFA and follow-up quality improvement measures. The CTL should have a good understanding of the overall HFA process and be skilled in project management. It isn’t expected that the CTL have expertise in all specific areas of HFA implementation, but will bring in other team members to assist in the more technical aspects. The focus of the CTL will be to ensure the overall process stays on time and key aspects noted in Task 1 are completed to standard. The CTL will also serve as the main contact with the in-country counterparts, as well as Global Fund and other key stakeholders.

• Master’s degree in public health/nutrition/international development
• 5 or more years of experience in international public health work

Input from a qualified statistician will be critical in at least two phases of the HFA implementation – completing the sampling methodology during the planning phase and throughout the cleaning and analysis phase. In both cases, the statistician should work with local counterparts to ensure capacity is built. In cases where the local partner has strong capacity, the statistician may just validate their work, rather than completing the analysis.

The health economist will not be needed for all tasks nor all countries, but the Offeror should have access to this specific skill set when implementing Task 2 given the focus on finding cost effective and efficient models of care. The health economist could also be utilized for Task 1 (HFA) during the interpretation of results phase, or Task 4 (the special study) depending on the scope. One health economist could serve all/many countries and is not needed per country.

A critical aspect of an HFA process is to ensure that the results are used. While the analysis by statistician and the interpretation by the public health experts are important, there will also be a need for a set of user-friendly products/documents to address the various stakeholders. This may range from a one-pager for press to an executive summary for policy makers to a full report, with all of the in-depth analysis for program managers. A communications expert can assist in the editing and design of these documents. Since this process should be country-led, ideally a set of templates would be designed to facilitate the process, but complemented with technical assistance to complete the products. The communications expert would also provide technical assistance around the dissemination plan, especially including working with press, releasing the report and targeted dissemination.
