Formative multi-country evaluation of the UNICEF's contribution to increasing immunization coverage

The objectives of the evaluation are:
To determine relevance, coherence, efficiency, effectiveness, impact and sustainability of the Immunization Plus programme in supporting Government to stop vaccine-preventable outbreaks to accelerate the reduction of maternal, neonatal and child mortality;
To identify lessons learned about what worked and did not work about the Immunization plus programme as a stand-alone programme but also with respect to multi-sectoral convergence, including unexpected outcomes (positive and negative);
Identify practices for either further replication or more in-depth evaluation that could support the attainment of Key Result for Children 1-related targeted;
To formulate key recommendations on how to improve the implementation processes and performance of the Immunization Plus programme implemented as part of continual learning process;
To develop a comprehensive Theory of Change (ToC) for UNICEF’s Immunization strategy in WCAR that is aligned with both GAVI high-level strategy (2021-2025) and WHO’s Immunization Agenda 2030 to leave no one behind;
To assess the extent to which the Immunization Plus programme has integrated equity and gender in its design, implementation and monitoring.
 

Evaluation Team Leader

Description du poste
She/He will coordinate the evaluation team and ensure the design of the evaluation, the management of the evaluation process, the quality assurance and the delivery of the expected products in close collaboration with the other members of the team. She/He shall conduct the evaluation applying an approach that is conducive to the transfer of competencies to the national members of the evaluation team.
Compétences requises
• Advanced university degree in evaluation, medicine, public health, epidemiology or another relevant field;
• More than 5 years of experience in programme evaluation and must have completed at least three high quality programme/project evaluation in that period ;
• Have a perfect command of quantitative and qualitative methods of research and evaluation methods based on equity, human rights and gender;
• Good knowledge and experience with equity-based programming and health systems strengthening
• Demonstrated track-record with evaluations with strong gender dimension
• Have excellent oral and written communication skills in French and English as well as skills in facilitation of participatory processes;
• Familiarity multi-country evaluations and child-centred evaluation methods will be an asset;
• Good work experience in rural communities of West Africa;
• Good knowledge of UNICEF approaches;
• Previous evaluations in immunization-related areas will be an asset.

• A minimum of 8 years of progressively responsible work experience in the planning, management and/or evaluation of health interventions with focus on equity, with practical experience in the evaluation of such interventions;
• Substantive relevant experience in West Africa region and knowledge of the social, political and economic environment of the region;
• Knowledge of current developments in the field of health system strengthening and immunization;
• Have a perfect command of quantitative and qualitative methods of research and evaluation methods based on equity, human rights and gender;
• Have excellent oral and written communication skills in French and English (Spanish will be an asset) as well as skills in facilitation of participatory processes;
