Conduct consultancy to
a. Carry out a baseline assessment for the Data Science Catalytic Fund (DSCF) Initiative in Burkina Faso, Uganda, Rwanda and Ethiopia with regards to
• The current status of the community health information system (CHIS) in the country, including relevant information on community data scope and flow, digitization initiatives, as well as main actors including partners;
• The existing private sector contributing to health information systems with focus on CHIS, digitization and data science in the country, including relevant information on main actors including partners;
• The current status of roll out of the DSCF in country, objectives and main activities planned as per the country’s plan
b. Revise and align the M&E plan for the DSCF to meet country’s implementation objectives

Compétences requises
• Advanced university degree in public health, health system management, health economics, health statistics or related field.
• Minimum 4-5 years of professional experience in planning, management, monitoring and evaluation design and implementation in cross-cutting health system areas in developing countries, and particularly in linking private health sector with public health sector  
• Proven experience working in private-public environment in health programs in low and middle-income countries
• Experience with program evaluation and identification of good practices; proven experience in writing reports;
• Proven experience in planning, implementation and management of national health information systems (HIS), and particularly on linking health information from private health providers with national HIS in low- and middle-income countries;
• Familiarity with normative guidance and standard indicators, and experience advising countries on operationalization of these;  
• Familiarity with private sector engagement in development issues, ideally including global public health (at least one of the consultants should fulfill this qualification).  
• Excellent interpersonal skills and experience working in international environments.  
• Excellent knowledge of English and French (at least one of the consultants should be French speaking).
