The purpose of the Long Term Technical Assistance to the MoHSW is to build institutional and human capacity in the Public Health sector and support the implementation of the MoHSW's Policy and plan in the area of:
1) HRH Planning, development and management
2) Pharmaceuticals management
3) Decentralized health management systems for improved effectiveness in the delivery and monitoring of priority health services, namely the Basic Package of health Services.

QUALIFICATION AND SKILLS
- Minimum a Bachelor on Human Resources Management or Public Management Administration
- A Master level university degree or equivalent will be considered an advantage
- The expert must be able to demonstrate leadership and analytical capacities
- The expert must be fluent in English, excellent computer skills, possess a very good reading and writing skills as well as excellent communication and reporting skills

GENERAL PROFESSIONAL EXPERIENCE
- Minimum 10 years experience in management of human resources in developing countries
- The expert should have a demonstrated track record in capacity building and training

SPECIFIC PROFESSIONAL EXPERIENCE
- The expert must be able to demontrate a minimum of 5 years of international professional experience in HR Planning, Budgeting, Development and Management within the public sector at national or regional level including strong proven background in:
o HR forcasting and budgeting techniques
o Working experience with database software (HR database management, HR management softwares)
o and organisational development.
- Demonstrated working experience in post-conflict countries is a significant advantage
- demonstrated working experience in Africa is an advantage
- Experience of EDF procedures is an asset

GENERAL PROFESSIONAL EXPERIENCE

- The expert should have a demonstrated track record in capacity building, training and supervision.

SPECIFIC PROFESSIONAL EXPERIENCE
- Minimum of 5 years international professional experience in managing comprehensive decentralized district/ country/ regional public health systems;
- The expert must be able to demonstrate large experience in at least two of the following areas:
o decentralized health management system development
o policy analysis and development
o planning and budgeting
o programme management, monitoring and evaluation
o health system research and/or HRH planning;
- Demonstrated working experience in post-conflict countries is a significant advantage
- demonstrated working experience in Africa is an advantage
- Experience of EDF procedures is an asset

o Elaboration and implementation of health or pharmaceutical policies and strategies at national and regional levels;
o Developing, implementing and monitoring rational pharmaceutical service delivery; Establishing supply chain management systems for pharmaceutical products in the public health sector.
- Demonstrated experience at advisory position working within the Ministry of Health and medicines Regulatory Authority is a significant advantage;
- Demonstrated working experience in post-conflict countries is a significant advantage
- demonstrated working experience in Africa is an advantage
- Experience of EDF procedures is an asset
