Support to the development of the Health System Strengthening (HSS) concept note in Lao PDR.

Lao PDR is embarking on the preparation of Concept notes (CN) for the Global Fund New Funding
Model (NFM) for HIV, Tuberculosis and Malaria. Taking into account the recently launched Health
Sector Reform process as well as the need to align national diseases programmes with the health
system, Laos has decided to apply for a standalone HSS proposal.

This expertise mission aims to support the Lao Health System Strengthening Task Force and the Country Coordinating Mechanism in the development of the Concept Note for Health System Strengthening component.

The main tasks of the experts will be to provide technical support and leadership to the Lao MoH HSS
Task Force, the CCM and other technical partners, including WHO. In this context, the team will assist
the Lao HSS Task Force and CCM to develop the concept note, and to coordinate implementation of
the detailed work plan for the Global Fund NFM processes and ensure timelines are met and all
supporting documentation related to the proposal is compiled in a timely manner. Complete editorial
review of the concept note to ensure all sections are consistent, organized and prepared in a timely
manner.

Professional Experience:
Essential:
• At least 15 years of work experience in health systems strengthening/development in low and middle income countries;
- At least 15 years work experience in the design and implementation of health development programs / projects;
At least 10 years of progressive experience and managerial decision-making authority for
- more complex projects and teams;
- Demonstrated direct experience with the Global Fund mechanism, its rules and regulations,
- and various formats and tools linked to its CCM and grant-related documents;
- - Extensive experience of working with international organizations, national governments and
- NGOs on complex development and/or health programs;
- - Minimum of 15 years of direct relevant country-based professional experience in Asia or in
- other regions.
- Desirable:
- - Familiarity with the Lao health systems or in country experience from a programme
- perspective;
- - Previous direct experience of working on GF-funded grants or GF-related portfolio in general
- in Lao PDR.
Compétences requises
Master degree in public health or health management, political sciences, economics, social development, general management, or health sciences / social sciences with a strong health systems development and management training and experience.
• Excellent skills in:
- Health systems strengthening; in particular on governance, human resources and
- information systems;
- Project design and logical framework;
- Convening and facilitation skills in small/large group settings with diverse
- constituencies;
- Communication with multiple stakeholders;
- Managing diverse teams towards producing results-oriented outputs;
- Mentoring/coaching.
• Excellent interpersonal, diplomatic, co-ordination and negotiation skills and ability to establish and maintain effective working relations with people in a multi-cultural, multiethnic environment with sensitivity and respect for diversity;
• Knowledge of Global Fund requirements of the non-technical elements of the Concept Note and formats and familiarity with technical documentation required (work plans, budget, and other grant related documents);
• Proven conceptual analytical and evaluative skills and ability to conduct independent research and analysis, identifying issues, formulating options and making conclusions and recommendations;
• Excellent planning, organisation and problem solving skills in a complex environment with multiple stakeholders;
• Excellent command of the English language: verbal and oral, including documented successful facilitation of workshops and public events in this language;
• Computer literate including knowledge of Word, Excel &PowerPoint.
