1) Objective of the mission
To support the CCM of Georgia in developing the Governance Manual1 for the Country Coordinating Mechanism on the basis of the endorsed operational plan in October 2014.

2) Expected results
The CCM Georgia Governance Manual will address the following aspects:
- CCM structure-subcommittees and their functions
- Representation by constituency
- Membership: role of members, process of member selection/election, tenure of
members
- Conflict of Interest Policy and procedures for its implementation
- Key elements and approaches to be reflected into the Communication Plan
- Recommended topics for a Standard Induction module for new CCM member

1. Desk review
The international expert will conduct a desk review of existing and relevant documents governing CCM’s operations. Namely,
1. Ordinance of the Government of Georgia #220, 18.06.2012
2. Results of CCM Eligibility and Performance Assessment (EPA) in 2014
3. Core Oversight Committee documents (Work-plan, ToR, Oversight Plan)
4. CCM meeting minutes

2. Consultation of local stakeholders
The expert will interview the local stakeholders to understand what are their views and the main expectations on CCM’s structure, necessary subcommittes, constituencies, process of member selection and other relevant topics. The list of individuals to be consulted will be provided by the CCM secretariat. This will include:
- The CCM Chair or Vice-chair
- The Oversight committee chair and a member (s)
- Civil Society Representative (s)
- International Organizations representative (s)
- Government of Georgia Representative (s)
- Non-CCM members (e.g PTF)

3. Elaboration of the governance manual
Based on the desk review, interview with the stakeholders and the endorsed plan in October 2014,
the expert will draft a manual of governance which will address the following aspects:
- the CCM structure-subcommittees and their key functions
- Representation by constituency
- Membership: role of members, process of member selection/election, tenure of members
- Conflict of Interest Policy and procedures for its implementation
- Key elements and approaches underpinning the Communication Plan
- Recommended topics for a Standard Induction module for new CCM members

4. General Assembly of the CCM
A General Assembly of the CCM will be organized to validate the final draft of the governance manual proposed by the expert and to report on the results on the mission.

5. Finalization of the governance manual
Based on the feedbacks from the members of the General Assembly, the international expert will finalize the manual.
Compétences requises
Qualifications and skills:
• Advanced university degree in administration, legal, social sciences, public health, or management.
• Excellent skills in communication and team player.
• Excellent interpersonal, co-ordination and negotiation skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment.
• Proven conceptual analytical and evaluative skills and ability to conduct independent research and analysis, identifying issues, formulating options and making conclusions and recommendations.
• Knowledge of Global Fund processes and requirements, especially of the New Funding Model,including CCM eligibility requirements.
• Excellent planning, organisation and problem solving skills.
• Excellent command of the English language; verbal and oral.
• Computer literate including knowledge of Word & PowerPoint.
• Knowledge of Russian is an asset.
Professional Experience:
• Demonstrated experience, including in the region, in governance issues, capacity building, and working with CCM.
• Excellent writing skills required.
