The overall objective of the assignment is to support the development of National Strategic Plan (NSP) for HIV and AIDS 2021-2025 of The Gambia.

Specific objectives
- Assess the results of the current NSP and the country needs ;
- Support the development of the new NSP and its annexes (Procurement and Supply Management Plan, Monitoring and Evaluation Plan, Budget) with taking into consideration the assessment results and the current HIV/AIDS pandemics situation in The Gambia ;
- Support the assessment of the Gambia Government contribution and its partners to the fight against HIV/AIDS and formulate recommendations to improve their efficiency.
 

International Technical Expert 1 - HIV NSP development (Team Leader)

Qualifications and skills:
- Advanced university degree in public health, medicine/epidemiology or a related field;
- Specialization and/or proven skills in HIV/AIDS area;
- Proven conceptual, analytical and evaluative skills and an ability to write in a clear and concise manner;
- Excellent interpersonal/diplomatic skills and ability to establish effective working relationships with people in a multi-cultural environment;
- Appropriate knowledge and skills in gender issues;
- An excellent command of English will be essential.

Professional Experience:
- A minimum of 10 years’ professional experience in the fight against HIV/AIDS in developing countries;
- Excellent knowledge of health system functioning in Western African Countries and its environment;
- Confirmed experiences in supporting National Strategic Plan Review and at least one concerning HIV/AIDS;
- Knowledge of The Gambia’s Health system, health actors and challenges is a plus;
- Experience in integrating a gender approach with specific action.

International Technical Expert 2 - NSP Monitoring and Evaluation (M&E)

- Appropriate knowledge and skills in gender issues.

- An excellent command of English will be essential;
