The specific objective is to finalise a study in view of a possible EU support programme aiming to improve the quality of nursing.
Description des services rendus
The study will identify intervention options for the EU support programme, notably through:

- the review of national strategies and plans for nursing education, training and practice;
- the identification and analysis of stakeholders;
- an analysis of the functioning of relevant ministries and authorities related to nursing, including their capacity to implement, monitor and evaluate programmes, policies, and strategies;
- an identification of the problems encountered in the nursing sector;
- an in-depth study of the nursing education programmes including, but not limited to: education strategy, curriculum, teaching and evaluation methods, practice laboratories and equipment, school infrastructure, nursing educators' competence and expertise, school systems and procedures, funding priorities and adequacy, selection of students, and other relevant aspects of the education process;
- a prioritisation of needs and actions, also according to geographical areas;
- review of international experiences, references and best practices with a focus on EU Member States (EUMS);
- suggestions for the scope, scale, timeline and method of implementation with strong emphasis on strengthening local involvement and ownership, and sustainability of interventions;
- information on other donor support programmes in this area, including obstacles for effective and sustainable donor support;
- a review of potential EU funding modalities, and potential implementing partners from EUMS.

He or she will coordinate the mission as Team Leader.
Compétences requises
Education qualifications:
• The candidate should have a Master's, preferably in nursing, nursing education or in a related field, having a PhD is an asset. In place of a Master's, a Bachelor's level degree with additional 3 years of relevant professional experience in the same fields may be accepted.

Professional experience:
• Proven record of at least 12 years of professional experience working as an expert designing, implementing or evaluating public health reform projects/programmes, of which at least 6 years' experience in fields related to nursing practice and/or nursing education;
• Knowledge of nursing teaching methods, curriculum development, or academic evaluation proven through at least 2 assignments in one or more of these fields;
• At least one experience in an identification mission;
• Experience in the PCM, logframe and of EU related tools and procedures are considered a strong asset;
• Similar experience in Egypt or lower/middle income countries in the middle-east is an asset; as well as experience in nursing practice/nursing education in European countries is an asset;
• Proven excellent analytical, communication and report writing skills;
• Good networking skills and ability to perform under pressure.

Language skills:
• Excellent spoken and written English, knowledge of Arabic is a strong asset.

In place of the said degree, a Bachelor's level degree with additional 3 years of relevant professional experience in the same fields may be accepted.

Professional experience:
• A minimum of 12 years of professional experience in the identification, formulation, and design of development projects or programmes in public policy, public administration reform or good governance, of which at least 6 years' experience in the health sector;
• At least 3 prior assignments in conducting identification studies, preferably for the EU;
• At least one experience in using PCM, logframe and EU related tools and procedures;
• Proven excellent analytical and report writing skills;
• Good networking skills and ability to perform under pressure;
• Experience in the Southern Neighbourhood region is a strong asset.

Language skills:
• Excellent spoken and written English. Knowledge of Arabic a strong asset
