Rapid urbanization in Bangladesh has been accompanied by deteriorating health conditions for the urban poor, the worst in Asia. In response to this issue, the EU will support Civil Society Organizations (CSOs)/NGOs to work with municipalities to deliver primary health care and nutrition to poor residents of urban slums while building the institutions for long term sustainable service delivery and coordination. EU support will strengthen the capacity of the Bangladesh Government’s Local Government Division to address its urban health responsibilities, municipalities to contract with CSOs/NGOs to deliver innovative models of sustainable, comprehensive and integrated primary health care services, including nutrition and Population to the urban poor and the Ministry of Health to coordinate urban health services and develop its stewardship of the urban health sector.

The overall objective of the project of which this contract will be a part is as follows: to improve health and nutrition status of the urban poor in Bangladesh.

The specific objective of the overall project is to improve the utilisation of sustainable, integrated and comprehensive health, nutrition and population services by the urban poor.

Qualifications and skills
• Education at least up to Masters Degree,
• Expertise in Public Health, Health Economy or related field;

General professional experience
• Preferably 10 years of professional experience in areas relevant to the assignment;
• Expertise in one or several of the following fields: Health Care Financing, Public Private Partnership,
• Decentralisation of Health Services, Human Resources;
• Demonstrated ability in advocating and negotiating;
• Proven knowledge of spoken and written English is necessary;
• Proven knowledge of spoken and written Bengali is an asset;
• Familiar and proven working experience with the PCM and logical framework approach is an asset;
• Familiar with assessing and addressing cross-cutting issues, especially gender, equity, voice and accountability is an asset.
• Familiar with facilitating techniques is an asset.
• Abilities in negotiation with public institutions and private sector is an asset.

Specific professional experience
• Extensive working experience in the context of Programme Based approaches in the health sector and in advising health policy development and institution building processes;
• In depth knowledge of the urban health context in Bangladesh is necessary;
• In depth knowledge of public institutions in Bangladesh is necessary;
• Experience in designing health policy and especially in Bangladesh is an asset;
• Good knowledge of the essential service delivery in Bangladesh is an asset;
