Global objective:

The overall objective of the mission is to support the EU Delegation to Vietnam in its formulation of the EU Health Sector Policy Support Programme (Phase 2).

Specific objective(s)

More specifically, the purpose of the assignment is to conduct a capacity development needs assessment to support the EU Delegation to Vietnam in the design of a capacity building component for the EU Health Sector Policy Support Programme (Phase 2).

As phase 2 of the EU HSPSP will consider health financing and service delivery (2 of 6 building blocks of health sector 5-year plan) as its priorities, it is important that capacity development needs assessment focuses on these 2 areas mainly. The term "capacity development needs" is to be understood as the institutional capacity (based on the existing) that would be necessary for the achievement of the following 5-year plan's specific objectives.

• To continue to develop and improve the quality of health examination and treatment with a balance of basic and universal health care services for the people
• To support performance and health care financing mechanism so as to ensure increased public expenditure for health, development of universal health insurance, the adjustment of budget allocation to the actual needs and policy objectives and increase the efficiency of health public expenditure

Job qualification
University degree or higher in Public Health or Health Economics or Business Administration.

General professional experience
At least 10 years international public health development cooperation experience, with en emphasis in needs assessment and capacity development at sector level
Specific professional experience
Minimum 10 years experience in capacity diagnostic, capacity needs assessment and capacity development plans in developing countries and for health development projects
Minimum 7 years experienced in the design, management and evaluation of capacity building programmes within health related administrations
A good knowledge and practice of EU project cycle management and development cooperation procedures (including project/programme formulation, budget support guidelines);
East Asia and Vietnam experience on similar consultancies is considered a distinct asset

An excellent command of both oral and written English
