Project description
The evaluation will assess the Action (including all the components detailed below) using the five standard Development Assistance Committee (DAC) evaluation criteria, namely: relevance, effectiveness, efficiency, sustainability and intermediate impact. In addition, the evaluation will assess two EU specific evaluation criteria:
• The EU added value (the extent to which the Action bring additional benefits to what would have resulted from other interventions only);
• The coherence of this Action with the EU strategy in Tajikistan in the Health and Social Protection sectors and with other EU policies, and Development Partners Actions.

Job qualification
Qualification and skills
• At least Master's Degree Academic level in Public Health, Health Economics, or more than 15 years of equivalent professional experience;
• A good knowledge of the European Commission guidelines and procedures, including manuals for Budget Support and Sector Reform Contract (SRC), Budget support
• guidelines and templates is an asset;
• Fluency in English;
• Working knowledge (C1) of Russian and/or Tajik language;
• Work experience in Tajikistan, or a similar transitional context, is an asset;

General professional experience
• He/she should have at least 12 years' of professional experience in implementing health development/reform programmes in low or mid-income countries (according to the latest classification of the World Bank (WB));

Specific professional experience
• At least 5 years of professional experience in development co-operation;
• At least one long term assignment (minimum one year) in implementing Health Care reform project including health financing reforms, preferably in one of the Eastern Europe, Caucasus, and Central Asia (EECCA) countries;
• Strong analytical skills coupled with a proven capacity of handling programme review, including the participation in a minimum of two programme review missions;
• Experience in at least one programming mission aiming at the development of programme action / identification fiches and / or Terms of Reference for Technical Assistance with regard to the Health sector;
• Experience in a Budget Support Programme review missions would be an asset;
• Experience in EU-funded review missions would be an asset.

• Fluency in English;
• Russian and/or Tajik language is an asset;
• Work experience in Tajikistan, or a similar transitional context, is an asset;

• At least 6 years of professional experience in social protection projects with a pension reform component. A minimum of 3 years out of the 6 should be in low or middle-income countries (according to the latest classification of the WB);

Specific professional experience
• At least 4 years of professional experience in development co-operation;
• At least one long term assignment (minimum one year) in implementing Social Protection reform project, preferably in one of the Eastern Europe, Caucasus, and Central Asia countries;
• Strong analytical skills coupled with a proven capacity of handling programme review, including the participation in a minimum of two programme review missions;
• Experience in at least one Budget Support Programme review mission would be an asset;
• Experience in EU-funded review missions would be an asset.
