Project description
The overall objective of the project of which this contract will be a part is to improve the delivery of health care services to the people of Saint Vincent and the Grenadines and the Grenadines. Specifically the project will contribute resources toward the continuous development of an efficient, effective and sustainable health care delivery system for the people of Saint Vincent and the Grenadines and the Grenadines especially preventing and managing the prioritised chronic non-communicable diseases (CNCDs).

Job description
The overall objective of the project of which this contract will be a part is to improve the delivery of health care services to the people of Saint Vincent and the Grenadines and the Grenadines. Specifically the project will contribute resources toward the continuous development of an efficient, effective and sustainable health care delivery system for the people of Saint Vincent and the Grenadines and the Grenadines especially preventing and managing the prioritised chronic non-communicable diseases (CNCDs).
Job qualification
- Education

The minimum academic qualification required is a Master's level degree from an accredited academic institution in the areas of health financing, health economics or any other discipline related to health sector sustainable financing, or relevant fields in conformity with the scope of the present ToRs.

- Experience

General professional experience

• At least twelve (12) years of general experience in health sector economic policy review with emphasis on policy reform and institutional needs assessment associated with the design and implementation of health sector financing systems including monitoring and evaluation frameworks.
• Working experience with donor-funded programmes in the Health sector including participatory planning, coordination of multi-disciplinary task forces and project management skills.
• Proof of analytical capabilities and technical writing skills.
• Computer literate, specifically proficient in the use of standard project management software.

Specific professional experience

The following are required:

• At least six (6) years of specific experience in the analysis of National Health Accounts for the design of health sector financing strategies and systems.
• Experience in the conduct of similar assignments within the Caribbean and/or developing countries.

The following are desirable:

• Familiarity with EU rules and implementation procedures.
• Familiarity with the utilisation of financial modules of Health Management Information Systems.
