Project description
- To develop a National Quality Policy for the health sector taking into consideration the vision, mission, values, principles and objectives established in the national model of care and national quality framework
- Develop national standard operating procedures for safety and licensing of medical, nursing, allied health and social care facilities.
- Develop national safety and quality standards for licensing of medical, nursing, allied health and social care providers.
- Develop relevant guidelines and protocols across the continuum of care as part of the National Integrated Governance System.
- Develop and deliver a Train-the Trainers programmes for compliance inspectors and for core competencies in quality for all categories of staff in the healthcare system.
- Develop Guidelines for Compliance and non-compliance to approved standards within the QMS

• Minimum requirements of a at least a Masters degree or equivalent in the health administration or related field
• Certification in health care quality management
• Train-the-trainer certification
• Ability to work effectively and efficiently in a team
• Fluency in spoken and written English
• Excellent report writing and communication skills
• Excellent computer skills
• Experience in project management would be an asset

General professional experience:
• Minimum of twelve (12) years of experience in designing and implementing health quality systems
• Demonstrated experience in undertaking similar assignments in the past.

Specific professional experience:
• Experience developing national policies in health
• Knowledge of HMIS Module development
• Preferably, experience working in a national regulatory agency or a health facility
• Experience working in Primary Health Care systems in Small Island Development States or the Caribbean Region
• Experience in working with either the public and private health sector
• Experience as quality manager or equivalent in a health care facility

General professional experience
• At least six (6) years of experience working as a senior clinician or senior administrator in a health care facility;
• Demonstrated experience in undertaking similar assignments in the past.
• Preferably, experience working at the national regulatory level

Specific professional experience:
• Experience preparing clinical care pathways and clinical practice guidelines, preferably across the continuum of care.
• Experience developing clinical audit programmes at the facility level and preferably at the national level
• Experience carrying out clinical risk management
• Experience in coordinating and working with dynamic team to facilitate transfer of knowledge in related area
• Experience in working with the public health sector and preferably also the private health sector.
• Experience working in psychiatric disorders.
• Experience developing, implementing or training in quality improvement standards particularly in Primary Health Care in the Caribbean or other Small Island Development States
