Project description
Overall Objective (Goal):
In support of the South African Government's objective on health as outlined in its Medium Term Strategic framework for 2009-2014, the overall objective of the Primary Health Care Sector Policy Support Programme (PrimCare SPSP) is to contribute to improving the health profile of all South Africans, in line with the government’s vision of “a long and healthy life for all South Africans.”
Service description
Programme Purpose:
The programme purpose of the PrimCare Sector Policy Support Programme (SPSP) is "to improve access to public health services and to increase quality of service delivery of primary health care through the district health system", in line with the National Health Strategic Plan 2010/11-2012/13 and successors and its key South African Government focus areas, i.e. 1) Increasing life expectancy; 2) Decreasing Maternal and Child Mortality; 3) Combating HIV and AIDS and decreasing the burden of diseases from Tuberculosis (TB); and 4) Strengthening Health Systems effectiveness. Better access to and improved quality of Primary Health Care (PHC) services will contribute significantly to achieving better health outcomes, particularly on the critical fronts of child and maternal mortality.

The service delivery platform of the health system has been changed from one that focuses on the delivery of curative health services to one that is centred on Primary Health Care; emphasising health promotion, prevention and community involvement. The Department of Health, in collaboration with key partners, is developing and implementing this new model for the delivery of PHC services.

The legislative and policy framework for health in South Africa addresses the cross-cutting issues of good governance, human rights, gender equality, HIV and AIDS, and the environment; therefore support for existing health policies through this PrimCare SPSP will also address these cross-cutting issues.

Specific professional experience:
- At least 5 project experiences as Team Leader, coordinating diverse human resources
-At least 7 years of programme and contract management experience in developing countries
-At least 3 project experiences in the context of Budget support
-At least 5 experiences of facilitating high level, strategic discussion in the corporate or government sector;
-At least 3 project experiences in monitoring and evaluation;
- Preferred work experience of at least 2 years in the BRICs context

- At least 2 experiences, per expert, with EU development cooperation instruments with proven knowledge of the EU procedures
- Work experience with CSOs or in the public sector
- At least 3 experiences, per expert, of carrying out assessments of health system and service delivery mechanisms
- Well-proven knowledge of the logical framework instrument
- District-level or government-level experience would be an advantage
- Work experience in the BRICs context would be an asset

Qualifications and skills
Education
- As a group of the 3 thematic experts, an appropriate mix of University (Master degree or PhD) degrees in the fields to be covered by the evaluation: health and clinical sciences, family medicine, management, statistics and data setting, economics, social science, IT technologies or similar

Expertise required as per the team:
Collectively, the team of the 3 thematic experts should demonstrate its capability and experience on:
• At least 2 years working experience in all the fields to be covered by the evaluation: school health services: district clinical specialists, ESMOE, ward-based outreach, health databases and information and communication systems, communication and health promotion, hospital management, financial and human resources management in the health system at district level, management of clinics and districts, community mobilisation (demand-side accountability), use of mobile technologies in health, knowledge of any other official South African languages apart from English.

-At least one year experience in the field in emerging countries, preferably in a remote, rural location
- Well-proven knowledge of the logical framework instrument
-Work experience as project management for CSOs or in the public sector in a developing country would be an advantage

Specific Professional experience:
- At least 2 experiences in assessing the quality of primary health care services, including user groups and carrying out stakeholder consultations.
- Well-proven knowledge of the logical framework instrument

Education
As a group of the 3 operational experts, an appropriate mix of University degrees in the fields to be covered by the evaluation: health and clinical sciences, family medicine, management, statistics and data setting, economics, social science, IT technologies or similar

Expertise required as per the team:
Collectively, the team of the 3 operational experts should demonstrate its capability and experience on:
- Experience (at least 2 years of one person) in working with Universities, Government Sector in a developing country, Civil Society organisations, community-based organisations, district-level health services;
- Knowledge of at least two other official South African languages apart from English;
- Financial and economic management expertise on the Government of South Africa’s budgeting and planning processes;
- Familiarity with Southern African conditions and development context with particular reference to the Reengineering Primary Health Care approach, the district health system, the National Health Insurance, the GP contracting.
- At least 1 year working experience in all the fields to be covered by the evaluation: school health services: district clinical specialists, ESMOE, ward-based outreach, health databases and information and communication systems, communication and health promotion, hospital management, financial and human resources management in the health system at district level, management of clinics and districts, community mobilisation (demand-side accountability), use of mobile technologies in health.
