Project description
The evaluation will have three major objectives:
- to assess the SHSS performance against the programme and projects stated objectives and expected results using standard OECD/DAC evaluation criteria, i.e. relevance, efficiency, effectiveness, impact and sustainability, in addition to issues related to gender equality, social inclusion, and the environment; and
- to provide specific recommendations for the improvement of projects performance in the future, including those intended to help put in place an effective exit strategy of the SHSS
- To provide specific recommendations on the activities to be strengthened in our future programming in order to guarantee the sustainability of the programme

Job qualification
· A Postgraduate University Degree in any field related to his/her assignment.
· At least 10 years professional experience in supporting policy reform, strategic planning and institutional development, preferably in the health sector in developing countries.
· In-depth knowledge of, and demonstrable experience in processes to realise institutional decentralisation and support in the provision of development services, preferably in the fields of health in developing countries.
· extensive experience in project cycle management, monitoring and evaluation of development projects, especially in post-conflict and recovery environments, with demonstrated knowledge of the gender equity analysis, in examining social development and participatory processes.
· fluent in oral and written English and have excellent communication skills, including analytical writing.
· Demonstrated knowledge of the Sudanese context or previous experience in Sudan is an advantage.
· Arabic speaking is an advantage
Mission duration and start date
Planning: starting early October 2015 - 29 working days per expert (of which 22 working days mission in Sudan, including intra states travel)

· fluent in oral and written English and have excellent communication skills, including analytical writing.
