Project description
The overall objective of the SSHS Programme is community health status and welfare improvement by means of expanded coverage and utilization rate of quality primary health services in the target states (Red Sea, Kassala, Gedaref).
The specific objectives of the Programme are as follows:
1. Access to health services increased and their quality improved
2. Health services integration and management strengthened in order to improve delivery of care
3. Strategies to extend health insurance coverage to marginalized and neglected population groups developed and sustained access to affordable health services promoted

Job qualification
Qualifications and skills
• Education: degree in Public Administration or Economics; postgraduate degree at Masters' level or equivalent in the health sector
• Professional experience in health insurance, health services costing, health services financing, actuarial analysis
• Computer literacy
• Fluency in English (spoken and written) is essential
• Working knowledge of Arabic is an asset
• Excellent communication and report writing skills
• Excellent presentation skills
• Knowledge of and practical experience in, econometrics an asset
• Ability to interact in different cultural and multi-professional environments and to create good working relationships with peers
• Ability for multi-professional collaboration, interacting with administrators, medical corporation, the public and the private sectors, hospital administrations, civil society groups and community. Should be able to work in different cultural milieu
• Track record of successful implementation of micro-insurance or community based insurance schemes is essential
General professional experience
• At least 10 years of professional working experience in health insurance, with specific experience in micro-insurance design, development and implementation
• Experience in risk assessment and actuarial analysis an asset
• Relevant working experience in a similar economic and political context is essential
• Experience in the EMRO or IGAD area is an asset
Specific professional experience
• Track record experience in developing and administering health insurance schemes
• Solid and diversified professional experience in the preparation, implementation and assessment of micro-insurance schemes
• Experience in identifying and applying standards and quality systems for accreditation of health service providers
• Track record experience with sector analysis and institutional capacity building in health insurance and innovative financing schemes and financial management at sub-national level
Working relationships and chain of command
Reports to the Team Leader, working with the NHIF at Federal and State level, interacting with sub-state stakeholders, service providers and community leaders.
