Project description
As Sudan is not a signatory to the revised Cotonou Agreement (2005), the European Commission through the EU Delegation in Sudan will act as Authorising Officer for EC funding. The SSHS programme will be implemented through direct centralised management by the EU Delegation in Sudan, via a service contract, works/supply contracts as well as grants, as deemed necessary.

 Global objective
In overall terms, the assignment will support development cooperation of the EUD in the health sector in Sudan.

 Specific objectives
More specific objectives of the assignment are as follows:
- design and prepare tender documentation in order to contribute to a smooth start-up and monitor the implementation of the health programs;
- facilitate the launching of policy dialogue in view of a satisfactory level of ownership and sustainability from the beneficiary side;
- facilitate and support coordination with other international donors in the health sector.
Service description
The TA shall reinforce the capacity of the EU Delegation in Khartoum in implementing the SSHS and the Darfur program, supporting the contracting, the start up of activities and the monitoring of the implementation of these programmes.

Programme preparation phase
- The TA shall reinforce the capacity of the EU Delegation in Khartoum in setting up necessary contractual, management and financing arrangements for the SSHS and the Darfur health programme.
At this regard, the expert will cover the preparatory activities for the launching of the programme, actively participating in the preparation of tender dossiers (contract, terms of reference, budget) through its finalisation with signature of the contract with the implementing partner. Assistance will be provided for both long term service contracts and in the design and preparation of the direct support mechanism /activities that are going to take place in the target states.

- The TA will also help in setting up the central advisory committee, which is foreseen by the SSHS program in order to counsel on the overall direction and policy of the programme. Further on, the TA will support the setting up of the State Advisory Committee in each SSHS target State.

- The expert will assist in the identification of the work programme of the implementing party.

- Similarly, the TA will provide assistance to the EUD for the preparation of the Darfur health programme, for which most likely a Contribution Agreement between the EUD and UNICEF has to be prepared and finalised.

- In carrying out the above mentioned activities, the TA will also ensure a good level of coordination between EU development projects and ECHO activities in view of easing the link of relief, rehabilitation and development (LRRD).

Implementation monitoring phase
- Once the preparation phase of the SSHS programme and Darfur's programme is over, the expert will actively assist in monitoring the programs' implementation.
At this regard the TA will provide monitoring and supervision of the activities carried out by the service contractor(s) in support to the SMoH for the implementation of SSHS (conduct of analysis and studies; technical support to be provided to the state ministries of Health and to the Health Insurance Fund) and of the health programme targeting Darfur. In order to carry out this task, the TA will inter alia organise and participate in regular monitoring field visits to the States and localities targeted by the program's activities.

- Based on the monitoring, the TA will provide systematic advice to the EUD and the MoH on the programmes' implementation.

- The TA will also perform any other necessary tasks required for the follow up of the programmes.

Job qualification
- Category II: at least 10 years of general professional experience.

- The candidate should hold a post graduate university degree (MPH or PHD level) in a relevant subject, preferably in Public Health.

- The candidate must have experience in programme management and EDF financial and procurement procedures (drafting of tenders, terms of reference, service contracts, budget, contribution agreements).

- The candidate must have good knowledge of public health and direct experience of health system management: management of health district; referral system; decentralisation issues; health financing; health planning; training and development of standardized instructions; policy dialogue with national partners of Ministry of Health.

- Previous working experience in the health Sector - focusing on the establishment of health projects in a similar context (developing countries in North Africa - Sub-Saharan Africa - Middle East and/or) is required. Work experience in Sudan would be an asset

- Good communication skills. The expert must be able and used to work in a multicultural environment.

- Knowledge of project management computer applications is essential.

- The working language for the assignment will be English. Working knowledge of oral Arabic is highly recommended.
