The mid-term evaluation will provide the EU and other partners with an assessment of the project’s performance in terms of relevance, efficiency, effectiveness and sustainability of the support provided to Adamawa and Kebbi States and key stakeholders and its impact on improving Maternal, new born and child health outcomes.

Job qualification
Minimum Skills:
• Medical Doctor with at !east Master's Degree in Public Health, Social sciences or related field.
• Experience in monitoring and evaluation of large development projects in complex socio-political environments.
• Minimum 12 years professional experience in monitoring Public Health related projects and/or implementation of activities at international level! (worked in at least two countries) some of which should have been acquired in a developing country.
• Full working knowledge of English, as well as excellent field research report writing and communication skills.

Preferred skills:
• Minimum 7 years of professional experience in leading missions for project evaluations.
• Minimum of 3 years experience with EDF programming procedures will be an asset;
• Knowledge of strategies and policies to improve Maternal, Newborn and Child health outcomes;
• Minimum 7 years' experience in at !east in three of the following areas: Reproductive 'health, Adolescent Health, Nutrition, HIV/AIDS management, Human Resources for Health, Health Sector Governance, Sector budget analysis, Health Sector Reform Contract and with specific expertise in designing technical assistance, capacity development and training programs.
• Familarity with international best/good practices for scaling up Maternal, Newborn and Child Health Outcomes
• Expertise in problem analysis, stakeholders' analysis and preparation of Log frames.
• Knowledge/Experience in Nigeria and/or West Africa or similar countries is an advantage

Minimum Skills:
• S/He will have at !east a University degree in a health related field, development Studies or other related social science disciplines
• S/He must have at !east 6 years of professional experience at international level in the field of public health, some of which should have been acquired in a developing country.
• Minimum of 3 years' experience in participatory planning and management of large public health projects in complex socio-political environments, including specific working experience in reproductive health, dealing with maternal, newborn or child health issues.
• S/He must have effective verbal and written communication skills and ability to write reports in a clear and concise manner in English.

Preferred skills:
• Experience with working with civil society groups is an asset.
• Experience in donors-government co-ordination and strategic understanding to ensure overall coordination of the project
• Minimum of 5 years experience in project management and the evaluation of projects;
• Experience in identifying practical solutions to overcome challenges to time¬ critical projects;
• Experience in interpersonal skills to constructively interact with stakeholders at all levels
• Knowledge/Experience in Nigeria and/or West Africa or similar countries is an advantage
