Project description
The focus of evaluations is on the assessment of achievements, the quality and the results of Actions in the context of an evolving cooperation policy with an increasing emphasis on result-oriented approaches. From this perspective, evaluations should look for evidence of why, whether or how these results are linked to the EU intervention and seek to identify the factors driving or hindering progress.

The specific objectives of Programme for accelerating the reduction of maternal and child mortality (PARMaCM) are:
1. To improve access to and quality of Emergency Obstetric and Neonatal Care (EmONC) services; 2. To support Adolescent Friendly Health Services; 3. To support Maternal, New-born, Child Health and Nutrition programmes of the MoHSS; 4. To mobilize communities for improved Maternal, New-born and Child Health and; 5. To build the capacity of selected districts and training institutions.

Job qualification
* A Master's degree in public health or similar
* At least 6 years' of professional experience in the field of development
* At least 3 years' experience in the health sector in developing countries
* At least 3 years' experience in the field of reduction of maternal and child mortality
* Have conducted at least 3 evaluations and/or assessments of programmes, mid-term reviews or final reviews in related projects in developing countries
* Previous experience of working with Ministries of Health or similar at national level and local level.
* Previous experience with EU and EDF rules and procedures
* Excellent command of the English Language, both orally and written
* Strong analytical skills.
* Demonstrated capacity to communicate clearly and in a structured manner.
