Job qualification
Multiyear experience in health systems strengthening in developing countries with strong understanding of health security policies and systems

- Education, and duration of equivalent experience (Category I):
Advanced degree or equivalent (Masters, Ph.D.) in public health with good understanding of the fundamentals in health and surveillance systems (methods, organizations, procedures, regulations, epidemiology, information systems, human resources);

- Experience
Minimum of 12 years with at least 5 years in policy work (at national, regional and/or global level), 5 years field experience preferably in West Africa and at least 2 years working on health security related issues.
Documented/demonstrated hands-on management and negotiation experience in/relevant to the ECOWAS region; thorough knowledge of public administration, public sector management, International Health Regulations (IHR) and related aspects (national and global policies, organizational actors and practices relevant to prevention and control of communicable diseases and other health threats); previous experience of collaboration with ECOWAS, WAHO and/or GIZ is a plus.
Documented/demonstrated experience in development, evaluation, implementation of large development projects in complex political environments; good understanding of EU-funded projects and familiarity with the methodological approach set by the European Commission;
Documented/demonstrated excellent interpersonal, decision-making, organisational and negotiating skills and ability to build trusted working relationships with African institutions, bilateral cooperation agencies and with stakeholders evidenced by previous work experience.

- Language skills
Documented/demonstrated communication and negotiation skills both in French and in English, especially with multiple stakeholders (international, regional and national, international organizations, etc.) evidenced by previous work experience or publications;
Fluency in English and French (oral and written).

- Experience
With at least 6 years' experience managing health development projects (preferably in the West and Central Africa region):
Documented/demonstrated strong editing, planning and organizational skills and experience;
Documented/demonstrated experience in implementation of disease control programs is an asset
Documented/demonstrated budgeting skills and experience is an asset

- Language skills
Fluency in English and French (oral and written)
