Project description
The aim of Afikepo Nutrition programme in Malawi (Afikepo) is to enhance nutrition security of the targeted groups in 10 selected districts through: increased and diversified dietary intake of safe and nutritious foods; increased use of enhanced nutrition knowledge and awareness and hygiene practices; and strengthened multi-sectoral governance of nutrition at all levels. The proposed contract will provide professional and technical services supporting the Government of Malawi to implement Afikepo programme interventions in these districts. The technical team will work in partnership with the DNHA and other relevant stakeholders involved or associated with implementation of Afikepo.
 

Key expert 1: Team Leader – Expert in, Capacity Development for Food and Nutrition Security and Programme Coordination

Job description
Inputs for this expert are required on a full time basis. The tenderers must describe the way the assignment will be handled in the organisation and methodology section of their offers.
The proposed Team Leader will support operational management of the intervention and facilitate and coordinate a smooth and timely implementation of the programme including identifying the need for and the mobilisation of the other key and non- key experts. He/she will initiate, facilitate and monitor the change processes supported under the three results areas. He/she will be responsible for reporting to the programme management bodies and the PSC Secretariat. He/she will also be responsible for liaison with the NAO, EU Delegation and other Afikepo stakeholders through the Director for Nutrition and Imprest Administrator ensuring quality and timeliness of their deliverables.
Apart from overall coordination, management and administrative issues, the Team Leader will be responsible for ensuring timely and quality deliverables from other experts (e.g. nutrition curricula reviews, development, piloting and implementation, development of nutrition training guidelines and training implementation, M&E system development and operational research, development of inter-sectoral communication strategy and visibility and communication plan on nutrition, and support to DNCC Capacity development).
Job qualification
Qualifications and skills
− At least a Master's Degree in any of the following: food and nutrition, human nutrition, nutrition epidemiology, food, nutrition and livelihood security, public health nutrition, community nutrition, food science and food technology;
− Fluency in both written and spoken English;
− At least one year of work experience in the food and nutrition sector in a multicultural setting as a team leader.

General professional experience
− At least 10 years proven experience working at a high level in institutional and capacity development in either relevant public/private sector or academic institutions;
− At least one year of work experience in the food and nutrition sector operational experience and expertise related to project management;
− At least one year and at least one contract work experience in the food and nutrition sector developing and implementing development programmes (including functional capacity development) in the public sector;
− At least one year of work experience in the food and nutrition sector working with bilateral and/or multilateral development partners;
− Those with more experiences in working in developing countries especially in Southern African countries will have an added advantage.

Specific professional experience
− At least 5 years proven work experience with institutional and functional capacity development in food and nutrition security in Africa and, preferably, in Southern African countries;
− At least one year of work experience implementing projects in Agriculture or Food and Nutrition Security or related discipline in Malawi will be considered an asset;
− At least one year of work experience with planning, budgeting and policy development in the public and or private sector;
− At least one contract of work experience as a Team Leader in a capacity development and programme coordination technical assistance contract;
− At least one year of previous experience working as a Team Leader in at least one of EU-funded projects using EDF rules and procedures will be seen as an advantage.

Key expert 2: Food and Nutrition M&E and Operational Research or MIS Expert and Operational Research

Job description
The proposed Food and Nutrition M&E/MIS and Operational Research Expert will specifically be in charge of the implementation of capacity building activities related to M&E, food and nutrition information systems, resource and result tracking, operational research and database management.
Job qualification
Qualifications and skills
− At least a Master's degree in any of the following: human nutrition, food and nutrition, public health nutrition, community nutrition, agriculture and food security, nutrition, food, nutrition and livelihood security, statistics, nutrition epidemiology, social sciences or economics;
− At least one year of work experience in the food and nutrition projects in multicultural environments;
− Fluency in both written and spoken English;
− At least one year of work experience in the food and nutrition projects in areas of development and operational research and analytical services.

General professional experience
− At least 5 years proven experience of developing and working at a senior level with information systems on food and nutrition security with particular reference to access and consumption of food (including indicators of dietary quality and anthropometry) and nutrition governance;
− At least one year of work experience in food and nutrition projects sub-Saharan Africa and in public service institutions including government ministries in developing countries will be an asset.

Specific professional experience
− At least one year of work experience with M&E methods and approaches for qualitative and quantitative data collection methods on food and nutrition; data processing; data analysis and reporting (using appropriate computer packages);
− At least one year of work experience in development and implementation of resource tracking systems; − At least one year of work experience with food and nutrition related database and website designing and management;
− At least one year of work experience with EDF rules and procedures will be seen as an advantage;
− At least one year of work experience in developing and using logical frameworks or project cycle approach is required;
− At least one year of work experience of at least one contract involving of GIS and gender issues is an asset;
− At least one year of work experience in executing and supporting operational research on nutrition.

Key expert 3: Nutrition Education, Training, Curriculum Development and Communication for Behavioural Change Expert

Job description
The proposed Nutrition Education Expert will specifically be in charge of education and social behavioural change and communication (SBCC) related activities, which include support in development and review of nutrition, education and communication strategy (NECS), and plan on nutrition and regular bulletins, a research agenda, harmonisation and quality improvement of existing available training and advocacy materials supporting all the three components of Afikepo and assistance to resource mapping. He/she will be responsible for supporting nutrition curricula reviews, development, piloting, training and implementation.

− At least one year of work experience in food and nutrition projects in developing and implementing inter-sectoral nutrition education and communication strategy and programmes on nutrition;
− Experience in facilitating the development and implementation of education, communication or behavioural and advocacy strategies for nutrition;
− At least one year of work experience on the development, harmonisation and dissemination of nutrition advocacy materials based on results from operational research, monitoring and best practices (linking research to extension);
− At least one year of work experience with EDF rules and procedures will be seen as an advantage.
