Project description
The consultants are expected to analyse the situation in B&H and, on the basis of the findings and continius coordination and consultations with qualified local specialists, to propose an adequate plan for the implementation of reliable, valid and manageable systems in the pilot hospitals, as well as training and implementation plans for other hospitals in B&H. Training for secondary pilot locations must include at least one hospital from each of the ten cantons in the FB&H, the hospital in the Breko District and minimum five hospitals evenly distributed on the territory of the Republic of Serbia.

It is very important to define the changes necessary to be implemented within the existing system in order to adjuste it to the AR-DRG classifications. This includes defining the role of hospital management, in terms of ensuring accountability, reliability, validity and possibility of control of the AR-DRG system. Changes in business organisation and the role of hospital management in ensuring the reliability and validity of the data, collected and used for reporting, are an important part of the project, as well as the training of clinicians and hospîtal managers, which are to provide support for changes to be introduced under this project.
Service description
The project includes development of software for grouping of hospital cases, according to the AR-DRG, that sould be planned for and designed in accordance with the real needs and B&H specifics. It will, from the beginning, require the active participation of local IT specialists in health sector, who will in interaction with the consultants enable creation of a system that, upon the etablishment, would be possible to be managed and maintained locally. Introduction and testing of the mechanisms for the cost-accounting implies drafting of an approach for the development of the so-called price-weighted index that suits B&H. It is certain that the hospitals, in the transitional period of the development and introduction of the new payment system, will have to keep the two systems (the new system and the already existing one) in order to fullfill the local reporting obligations.
