PURPOSE AND SCOPE OF THE PROJECT
The purpose of the project is to evaluate the impact of PBF on health workers performance in Benin. The study will measure three dimensions of health workers' performance: quality of care; responsiveness (i.e. politeness toward patients, respect, reduced waiting time...); and productivity and presence at work. The objective of this consultancy is consequently to implement the health workers survey.
Indeed, scaling-up of performance-based financing (PBF) schemes across sub-Saharan Africa (SSA) has developed rapidly over the past few years. In Benin, the government has decided to implement PBF mechanisms, on the grounds that (i) while it is still facing considerable challenges for achieving Millennium Development Goals (MDGs) (especially for maternal health), (ii) additional funds in the health system may not have a significant impact if the overall performance of health facilities and health workers is not radically improved.
Since March 2012, a PBF pilot has been implemented in eight health districts (out of the existing 34). In these districts, all public and not-for-profit facilities are included in the PBF pilot and are part of an experiment.

Job description
Principal investigator: The Principal investigator is responsible to prepare the different tools and to write the final report. The Principal investigator must have experience in managing large health workers/health facilities surveys with quantitative and qualitative tools

Project Manager: plans, supervises and manages the entire survey with the assistance of the field and data managers. The Project Manager must have experience in managing large health workers/health facilities surveys with quantitative and qualitative tools; Degree in management, or other relevant field. Specific training in survey management.

Field Manager: responsible for training of field staff; plans, supervises and manages the field work. The Field Manager must be based in-country for the entire duration of the survey and have experience in managing field work of large-scale health workers/health facilities surveys; Degree in management, or other relevant field. Specific training in survey management.

Data Manager: plans, supervises and manages data entry, error checking, processing and consolidation of data. The Data Manager must be based in-country for the entire duration of the survey and must have experience in managing data entry of large -scale surveys; experience in managing data entry for surveys of at least 100 health facilities. Degree in statistics or other relevant discipline; Specific training in data entry for household survey management, Specific training and experience in using and programming CS-PRO/ Stata.
Job qualification
REQUIRED SKILLS/ EXPERIENCE
The team must meet the following minimum requirements:
• Minimum 5 years experience with conducting evaluations in the health sector; experience with conducting health workers surveys is strongly preferred
• Experience with conducting large quantitative and qualitative surveys;
• Capacity to conduct research and write research products.
• Strong capacity and experience in planning and organizing survey logistics
• Good network of experienced enumerators, supervisors and data entry clerks.
• Strong capacity in data management and statistics.
• Strong knowledge in the following software: CS-Pro, SPSS or STATA
• Strong interpersonal skills and a team oriented spirit.
