The expert will be available for ad hoc meetings with the DEVCO B4 Health team in Brussels as well as stakeholders from relevant EU services. The expert may also have to visit beneficiary countries in the context of support missions or seminars.

Project description
The objective of the project is to support the EU in the implementation of its policies and programmes in health assistance and the adaptations and adjustments required under its related policies (in particular regarding, but not limited to, The European Consensus, The Future of Budget Support, The EU Role in Global Health).
The envisaged support is to be provided through an external advisory service of appropriate profile, technical and policy qualification and solid experience in the implementation of health assistance. The advisory service will be provided primarily to the European Commission services (DEVCO headquarters and EU Delegations) and – to a limited extent – to beneficiary countries institutions in the attainment and monitoring of the aforementioned objectives on global health.

Qualifications and skills
• Master’s degree in public health or equivalent. Undergraduate studies or equivalent in communication would be an advantage.
General professional experience
• At least 5 years professional experience, covering health care, the formulation, the implementation, the monitoring and the evaluation of programmes and projects in the area of public health.
Specific professional experience
• S/he shall be familiar with the latest developments in the field of public health, including national policies and latest international developments (including governance issues).
• An experience of 3 years of more with preparing health communication and visibility material will be an advantage.
• An experience of 3 years of more in knowledge management will be an advantage.
• Experts must have excellent drafting, networking, communication and oral presentation skills in both French and English (at least, one of the key experts must be proficient in English while having a good command of French, and the other way round for one of the other experts).
• A good knowledge of EU development policy and experience of EU development cooperation programmes and procedures would be an advantage.
• In addition to knowledge of French and English, Spanish and Portuguese would be an advantage.
