Project description
The evaluation will assess the Action using the five standard DAC evaluation criteria, namely: relevance, effectiveness, efficiency, sustainability and perspectives of impact. In addition, the evaluation will assess two EU specific evaluation criteria:
 the EU added value (the extent to which the Action adds benefits to what would have resulted from Member States' interventions only);
 the coherence of the Action itself, with the EU strategy in supporting health sector in Belarus and with other EU policies and Member State Actions, the UNDP, World bank activities and programmes in the country.

Job qualification
Qualifications and skills
• Education at least Masters degree in medicine or, in its absence, a Bachelors degree in medicine with at least 3 additional years of professional experience on top of the 12 years required under general professional experience below;
• Fluency in spoken and written English, knowledge of Russian and/or Belarusian will be an advantage;
• In depth understanding of local situation and challenges with regard to international assistance to Belarus in health sector will be an advantage.

General professional experience
• At least 12 years of professional experience in public health (such as health policy and health systems analysis, planning, implementation, organization of healthcare delivery systems, epidemiology) and/or health promotion

Specific professional experience
• Experience in mid-term or final evaluation of at least two EU-funded programmes and/or other donors funded programmes in health or social sector;
• Experience in monitoring of technical assistance projects in prevention programmes and strategies regarding healthy life style, prevention of communicable and non-communicable diseases;
• Experience in implementation as a team leader or key expert of at least one donor-funded project;
• Experience in a primary health care and/or specialized health services and/or prevention and/or programmes and strategies design and implementation sectors in Commonwealth of Independent States (CIS) area will be an advantage;
• Working experience in practical healthcare institutions (primary health care and/or specialized medical services) in managing public health positions will be an advantage.

• Fluency in spoken and written English, knowledge of Russian and/or Belarusian will be an advantage;
• In depth understanding of local situation and challenges with regard to international assistance to Belarus in health sector will be an advantage.

General professional experience
• At least 12 years of professional experience in health care delivery (such as quality management and quality assurance, accreditation, laboratory services, blood banks, infrastructure planning) and/or pharmaceutical sector (such as drug policy development, quality assurance, dispensation of drugs)

Specific professional experience
• Experience in mid-term or final evaluation of at least one EU-funded programmes and/or other donors funded programmes in health sector;
• Experience in monitoring of technical assistance projects in health sector;
• Experience in implementation as a team leader or key expert of at least one donor-funded project in a health sector;
• Working experience in a field of quality system of medicine manufacturing inspection and/or quality system of testing laboratories for medical products will be an advantage
