Project description
This expertise mission will not replace the commitment and ownership of the existing HIV and TB National Programmes, CCM and the Working group for the revision of the joint concept note but will facilitate coordination and coherence by providing relevant inputs on necessary aspects as described below. Experts will have to work closely with both national programmes, M&E and finance team members for consistent, clear and coherent inputs.

Phase I:REVISION OF THE HIV/TB CONCEPT NOTE and IMPLEMENTATION OF THE COUNTRY DIALOGUE
- Desk review of existing documentation, including financial documentation;
- Facilitate and support an inclusive country dialogue in order to clarify country priorities and identifying gaps (one workshop). Support consensus-building among stakeholders. Conduct relevant focused group discussions and key informant interviews as required;
- Support the revisionand update the concept note based on the recommendations made by the GF Secretariatfollowing the first submission on January 2015.Experts will have to identify weaknesses in the existing CN and rework on the modular templates to fit the Global Fund standards:
* Assess the current modular template and identify the specific weakness in proposal and supportive documentation;
* Collaborate with the working group and other relevant stakeholders for clarity and revision of the Concept Note narrative, programmatic gap tables, financial tables, and modular template. Collaborate with national experts to develop a clear M&E framework, Health Product list, and detailed workplan for the Concept Note, as well as a sound and integrated detailed budget, based on the national strategic plan and modular template, and in line with Global Fund standards.
- Update the concept note and annexes needed for the second submission of the Concept Note, based on the comments and proposals of the national and international experts and the Global Fund Secretariat’s questions/comments. Prepare the final concept note document before the second submission (one workshop).
- Oversee follow up work pending the Technical Review Panel questions / requests for clarifications.

Phase II:SECOND SUBMISSION AND POST-SUBMISSION PHASE OF THE HIV/TB CONCEPT NOTE
- Support the submission the CN to the CCM within the agreed timeframe;
- Respond to post-submission comments and questions of the Global Fund and Technical Review Panel.
Service description
1) Objective of the mission
This expertise mission aims to support the Country CoordinatingMechanism, Ministry of Health and the Working Groupto revise the joint HIV/TB Concept Note within the framework of the New Funding Model.

2) Expected results
Expertsshould enable the CCM to revise the HIV/TB concept note submitted on January 30 2015, in line with Global Fund guidelines and latest recommendations. The pre-final draft of the revised concept note is expected to be submitted to the Global Fund by the beginning of April and the final version should be ready for submission to the CCM by April 18, 2015. The experts are also required to be available to response to any Secretariat and/or TRP clarification needs.

- Advanced degree in public health, development, or social sciences;

Excellent skills in:
- Strategic analysis and planning;
- Facilitation skills, effective communication and negotiation with multiple stakeholders;
- Multitasks and multi-stakeholders’ coordination under tight deadline;
- Team work and consensus building ;
- Strong interpersonal skills.
- Excellent knowledge of Global Fundprocedures including its New Funding model requirements (technical content for HIV and TB, eligibility and process requirements);
- Strong strategic information and Public Health expertise in particular related to HIV key affected populations;
- Strong knowledge of HIV and TB epidemiology in Eastern Europe, specifically in Albania, and its response to HIV and TB;
- Excellent command of English, written and spoken, asa significant work of writing is expectedas well as coordination with English-speaking sub-recipients, bilateral and multilateral partners and the CCM.
- Good knowledge of Eastern Europe and Central Asia region.

Professional Experience:
- At least 10 years professional experience in strategic planning, managing and monitoring evaluation of large public health releated programmes and health systems strengthening initiatives.
- Experience in developing funding requests to the Global Fund, particularly under the New Funding Model;
- Strong initiative and self-discipline, and a proven track record of completing and submitting work within deadlines.
