Project description
The overall objective of the project is the support to the Ministry of Public Health for the strengthening of its role of steward of the afghan public health system in various fields. The main propose of this project is to provide technical assistance to various departments of MoPH to enable them to develop sound policies, strategies and operation plan and oversee their implementation.

GCMU (Grant and Contract Management Unit):
(1) To assess current needs of GCMU team and adapt expertise requirement as needed.
(2) To contribute to a strengthened stewardship role of the Ministry of Public Health in relation to the contracting-out policy.
(3) To continue increasing the institutional capacity of the GCMU/MoPH to follow up on the implementation of BPHS-EPHS through the contracting-out approach.
(4) To continue the technical support to and coordination of NGOs, donors and implementing partners through the already established channels.

Disability :
1) To increase the institutional capacity of the MoPH to define policies and formulate strategies in the field of disability and physical rehabilitation.
2) To increase DRU coordination, monitoring and reporting on NGO implemented rehabilitation services including community based rehabilitation activities.
3) To develop a long-term MoPH plan for the oversight and integration of rehabilitation services within the BPHS and EPHS including budgeting, referral systems, standards of care and service implementation and quality management.
4) To finalize the development of national CBR development.
5) To follow up the disability and rehabilitation strategy with prioritized actions.

Mental Health :
1) Continue increasing the institutional capacity of the MoPH to follow up on the implementation of policy and strategies in the field of mental health.
2) To roll out the MH Strategic Plan.
3) To follow up on the implementation of the already developed training modules for the operational integration of mental health and psychological care into the BPHS and to finalize the same pattern for the EPHS, which has already been started.
4) To develop the training manuals for EPHS Medical Doctors Mental Health and Nurses.
5) To attract attention of the relevant donors to invest in Mental Health.
6) To build the capacity of the Mental Health staff at the central and provincial level.

Prison Health :
1) To assist the MoPH in defining policy and updating strategies in the field of prison health. as well as to ensure the operational integration of prison health issues into the BPHS and EPHS services in all provinces under the stewardship role of MoPH.
2) To assist the MoPH in running of PHS department in the MoPH's structure.

Human Resources :
1) To assist the Human Resources Directorate in its policy, strategy and operation plan revision.
2) To assist HR directorate to build relationships with all stakeholders to improve the flow of information within the Health Sector relating to Human Resource requirements, availability and shortages.
3) To improve the governance capacity at senior and managerial levels of the HR staff in human resource management.
4) To assist the HR directorate in drafting a long term strategy followed by operational budgeted plan.
5) To contribute to the institutional capacity of the HR to follow up on the implementation of policy and strategies in the field of HR.
6) To support the HR Directorate to establish capacity in order to fulfil it's critical role in the facilitation of Human Resource Capacity building of the civil servants in the Tashkeel

SWAp roadmap and Aid Coordination:
SWAp
1) Contributing to good governance by assisting the MoPH in its initial steps towards establishing a Sector Wide Approach.
2) To identify key weaknesses (i.e. capacities, knowledge...) in the system and start to address them through a combination on mentoring, coaching and formal classes.
3) Follow up of the "Assessment of the Suitability and Readiness of SWAp" specifically by assisting the MoPH in leading the process needed for drawing a roadmap for SWAp implementation.
4) To Assist the MoPH in setting up the strategic coordination level needed in order to develop and follow up on roadmap milestones.
5) To Assist the MoPH in identifying the existing bottlenecks impeding the alignment of subsectors to its best performing subsectors.

Aid Coordination
1) To increase the efficiency and effectiveness of the provision of assistance by reducing the overlapping and duplication of aid efforts.
2) Improve Aid Coordination in the Financing and Delivery of Health Services.
3) To increase awareness the partners of activities undertaken by other health sector actors.
4) To provide information on the current achievements, gaps and needs of health sector.
5) To ensure practical coordination arrangements are being set up at the national level, provide information on the current gaps and the areas that are in need of support and prevent duplications.
6) To make regular follow up on decisions and recommendations made in each coordinating mechanisms.
7) To build capacity of the relevant department/units staff in data collection, organization and cost analyses techniques.

Support to provincial capacity and coordination:
1) To effectively support the decentralization of authority at provincial level.
2) To effectively link Provincial Health Directorate with relevant GD/departments at the central level in order to support the design of mechanisms for appropriate staffing (number and quality) of the related MOPH structure in charge of the provincial level backstopping and of the provincial level.
3) To build capacities and develop standard operating procedures allowing the structure in charge of linking and coordinating the provincial level at the central level.
4) To support the related structures related to the Deputy Minister of health Service provision in their stewardship role vis-à-vis the PPHOs.
