Human Resources Management

The quality of health personnel is the key factor determining the overall performance of health systems and health care provision. Yet, health system reforms are only successful with the participation of health care providers and health system operators.

AEDES possesses considerable expertise in supporting Ministries of Health with their human resources management and with transforming policies into realistic programmes and effective implementations. More specifically, our expertise covers the following:

  • Human resources organisation and management: organisational and regulatory frameworks, institutional audits;
  • Human resources planning: health care personnel inventory and distribution, database updates, quantitative and qualitative needs planning, geographical distribution;
  • Remuneration and incentive methods, covering areas such as:
    • Wages and other financial benefits
    • Performance appraisal and non-financial incentive schemes
    • Problems and negotiation concerning remuneration issues
  • Education and training: various types of training programmes, skills profiles, curriculum, drafting standards for professionals and teaching establishments.

By way of example, AEDES is currently (2010) providing the Human Resources Department of the Mozambique Ministry of Health with technical assistance in deploying its strategic human resources development plan.

In addition to these broad areas, AEDES has also worked to develop ad hoc solutions in specific contexts. These include adapting training plans for a hospital group (Morocco), analysing and restructuring the internal organisation of a Ministry of Health (Burundi and Togo) and providing health worker training programmes within a group of districts (Chad, Côte d’Ivoire and other countries).
